    E = mg/q = 0.017*9.81 ('-3.1x10^-6) = 5.38x10^4 = - 53,800 N/C

    E' = 0.5E = - 26,900N/C

    2q - mg = ma, Answer is 9.81 m/s^2 and it's positive because the force is upward.
