If this is just a normal model of a Neon atom in which it has 2 electrons in the first shell and 8 in the second, then this atom is not likely at all to bond with another atom because it has 8 electrons in its outermost or valence shell. Because 8 is 8, Neon doesn't need to combine with another element.
