Why can't you you use a pump to lift water to the third floor?

    As the pump removes air from the well, the pressure outside the well has a greater effect because the well has less air molecules pushing back. The pressure being forced down onto the water that pushes it up the pipe would not be enough to raise the water up the pipe that high.
