This question is really vague but I guess the answer would be "temporal lobe". I know very little about Scarlet fever and I don't know if the question is implying the scarlet fever affected her brain and caused the blindness/deafness (and we are supposed to say what lobe that would be), or if the scarlet fever affected her eyes and ears directly without being involved with the brain (and the question is asking you why her speech took so long to develop).
