    Every substance in the universe is fundamentally made of atoms which contain equal number of electrons and protons carrying negative and positive charge of equal magnitude respectively. Usually the charges are developed as a result of loss or gain of electrons. Therefore charges can neither be created nor be destroyed it is just a matter of being separated from a material. There is always a force of attraction between between two unlike charges (positive-negative) which is directly proportional to the magnitude of the product of the two charges and inversely proportional to the square of distance between them. Similar is the magnitude of the force between two like charges but the nature of the force is repulsive. Since the charges in the universe are associated with the transfer of electrons so the charge on any particle can be expressed in the multiples of the charge on an electron. A neutral object has both the positive and the negative charges in equal magnitude which results in the zero effect of the charges overall.
