If two balloons of the same volume are pumped with the air more than the atmospheric pressure and they are suspended from both the ends of the stick.

Then, they both carry the same amount of air having same mass in them and also the pressure of the air is same in both of them.

If we pop or puncture any of the balloon then the side on which it was hanging from will move upwards as the air carry some mass which was initially balanced on both the ends but the moment it was punctured the air escaped and so the balloon on the other side goes down because being heavier it tips the stick downward.

Therefore, yes, the balance of the stick will be upset.
