This law says that both forces are equal and opposite each other, being produced by one body, but acting on the other one, both at the same time.

The difference, regarding the net effect of these forces, rests on the acceleration of both masses, according Newton's 2nd Law.

As the forces are equal each other, the body with smaller mass (in this case the moon) will have a larger acceleration.
