    Explanation:

    For Newton's Third Law of "action and reaction", the forces must be applied:

    action from object A to object B, and the reaction from object B to object A.

    Notice therefore that the forces are NOT applied on the same object. One object applies a force to the other, and in response, this second object applies the force to the first one.

    Out of the examples you are given, the only one that presents such reverse of actions is the first one (answer a.) : "The force of the wheels on the road and the force of the road on the wheels."
