    Explanation:

    Maxwell designed both the displacement current law and the ampere law.

    The ampere law states that for halted loop path, the total sum of elements multiplies by the magnetic forces in the direction of the element is directly proportional to the previous electric current halted in the loop.

    However, Maxwell notices a lapse in the ampere law due to the nature of movement of the electric forces and decided to include the principle of time change or time difference in the system.

    It is based on this new found nature of movement of the electric fores that Maxwell introduced the displacement current calculation.
