    the water is initially liquid because the particles have energy which causes movement which gives off heat. if heat (energy) is removed from the room, the waters energy will radiate outward and dissipate taking the energy away from the water causing it to freeze

    In this case if enough heat is removed from the room the internal movement of the water particles will slow down causing the water to form crystal lattice thus forming ice. So, the water will freeze.
