    Erwin Chargaff.

    Explanation:

    Rule of Chargaff was that any cell organism from the DNA should maintain a ratio of 1:1, this ratio rule is called base pair rule.

    And this ratio is maintain between pyrimidine and purine bases and the amount of cytosine should be equal to guanine and also the amount of thymine should be equal to adenine.

    Both type of DNA strands show this pattern and this rule was discovered by a chemist who belong to Austria, named was Erwin Chargaff.
