    The first statement is false, because according to the first law of motion, if force acting on ball is balanced, there is no net force, so the balloon will continue its state of motion in a straight line which is upwards

    The third statement is false, because it describes the Newton's first law of motion

    the fourth statement is false as it describes Newton's second law of motion.

    so the answer is the second one I believe
