because on an interstate or freeway, the car is cruising at a constant speed, without speeding up, slowing down, stopping, or turning constantly. In a city, cars constantly have to stop, slow down, speed up, which burns more gas in a shorter period of time

Because on the interstate the car is constantly moving, where as during the city the car is constantly stopping and going, it takes more gas to make the car move from a complete stop than it does to keep the car moving while it's already in motion.
