How was the speed of light measured in a precise way?

by timing the speed of falling meteorites

by using rotating mirrors to measure light's round trip travel to a distant mountain

    The speed of light is something basic. You will use speed of light to measure 'a meter', not to use 'meter' to measure speed of light.

    Think about it. Where did "one meter" come from?
