Must an object be rotating to have a moment of inertia?

Not at all. The moment of inertia is a property of the object,

even if the object is wrapped in tissue in a box on the shelf.

Rotation is not a necessary condition for the existence of a

moment of inertia, any more than gravity is needed for an

object to have mass.
