When water is in solid form or ice, its molecules are very close to one another that it cannot freely move. The molecules of the ice are just vibrating. When ice turned into liquid the molecules are still attracted to each other but it can already freely move around, that is why water can flow. When water turns to vapor, molecules are moving very rapidly in random direction. The temperature increases as it changes from ice to water to vapor.
