When the netto force is near to 0 but started higher. An example, a falling object. Gravity pulls it down with a certain force, depening on its mass. However, as it accelerates on its way to the ground (in vaccuum with 9.81m/s^2) the force of the air it falls through increases, until the forces are equal. The object will be falling at its maxium speed but won't accelerate further since forces in all directions makes for a netto force of 0.
