    When a body is moving in circular path at a distance r from its center its velocity at any instant will be directed tangentially. This is what we call tangential velocity or speed. It can be calculated as follows:

    Tangential velocity = 2πr / t

    12293 = 2πr / 9.9259 (3600)

    r = 69911788.03 m

    Hope this answers the question. Have a nice day.
