This means that: everyone enjoys a cleaner environment regardless of who pays for it.

As a biological organism, all humans instinctively prefer to be in a clean environment rather than be in an environment that have a lot of toxic substance round us. This instinct make all of us generally think that Environmental quality is considered to be a public good.
