Georgia was 100 percent in favor of ratifying the Constitution. Yet unlike New Jersey and Delaware, the state is not completely covered by "Federalists in majority" patterning. Explain how this could be.

    The states who did not support feared that they will lose power to the Federal government and states that were bigger would dominate the affairs of the country and control the smaller ones. At that time there were 13 states and the constitute clearly stated that 9 out of the 13 were needed before a change to the constitution could occur. There were two major factions to this, the federalist and the ant-federalist, the federalist were in support while the anti were not
