You observe a staff member standing over an athlete and yelling at them. this is the first such outburst you've seen, or heard of, by this staff member. based on the information you have, is this emotional misconduct

    I agree that this is emotional misconduct. Standing over someone is physically aggressive and causes the recipient to feel threatened by your stance. Yelling at someone, for whatever reason is also aggressive behaviour and can be classed as emotional misconduct.
