Why did president mckinley downplay repeated concessions by the spanish government in making his request for war?

    Back then, United States wanted to a war with the Spanish unless thet agree to let's leave Cuba, and the Spanish concessions might have prevented it.

    We ended up with Several new territories including Puerto Rico and Cuba without even going to war with them. So in the end, it all works out in McKinley's favor.
