    The correct answer should be a. prevention programs must receive adequate funding if we expect these programs to produce the desired effects

    Prevention of anything is a serious feat but can be conducted with enough resources. Not all were proven to be ineffective and it's not unrealistic to expect them to succeed. Schools can be good places for research because of the vast access to raw data.
