    A) leisure time enjoyed by the citizens of a country.

    B) environmental quality because that has no inherent value.

GDP - or Gross Domestic Product - is a measure of the economic health of a country. However, this measure does not take into consideration other factors, such as leisure time, or environmental quality, and so it could not be considered aa the only measurement used to determine the health of a country, or its grown or progress.
