    I believe the answer is 3. to discourage travel by automobile by making gasoline more expensive

    Using public transportations provide a lot of benefit for both individuals and the environment. For example, it would decrease the traffic rates in the city and a would cause less pollution for the Environment. (one train is enough to replace 40 automobiles)
