Which John Locke theory describes how citizens can make a change in government? How?

    Locke's Social Contract. Locke theorized that a government requires the consent of the governed, which can be revoked at any time. If citizens revoke their consent to be governed, the government is tyrannical and the citizens have the right to rise up and overthrow it.
