    They mostly view guerilla warfare as the disticnt mode of armed conflict.

    Guerilla warafre is a type of strategy that chosen by the opponent that technically weaker in raw power.

    So, in order to have even the slightest chance to win the war, they need to leveraage from the element of surprise.
