I would be speaker 4: a bill of rights could end up limiting

In general, the federalist want the majority of the power in a country to be held by the central government while the anti federalist want the power to be held by states and the people.

One argument that support the federalist's view is that the constitution would provide a lot of opportunities for the states and citizens to undermine the law that made by the central government.
