    I believe the answer is: people in local communities have little control over their lives

    Mass society theory assume that the expansion made by bureaucracy and increase in prosperity would diminish the traditional value that held by local communities over time. This would make people in local communities to be forced to conform to the value that imposed by the bureaucracy and reduce the control that they have over their lives
