I believe the answer is: Culture of Poverty

Culture of Poverty refers to A concept that view poverty is a never ending cycle that prevent the poor from moving up in the social ladder.

Oscar Lewis argued that people who grow in poor neighborhood tend to develop a certain principle from average people in the neighborhood.

This would often make those people adopt a non-suitable mindset that would hinder them in obtaining successful career.
