Why are legal rules alone insufficient to guide police actions in the area of searches and seizures?

    Laws are the very standard that human (in this case, law enforcement) behavior needs to follow, anything else required goes above and beyond these laws. In addition, laws are only as good as the time frame in which they were written: they cannot possibly envision all the possible situations that could arise that would require tweaking to the basic tenets of the law.
