    The idea of "unequal democracy" refers to the fact that even if you have one person equals one vote, some people have more power and say over others in policy making. Current debate on the subject have focused on the income gap between the rich and the poor. In the past argument for unequal representation was against discrimination of blacks in the south which lead to the civil rights movement.
