When a player denies the opposing team a goal or an obvious goal scoring opportunity by a deliberate handball, what is the correct restart and disciplinary action?

According to international football Association board, The referee must reward a penalty kick for that violation and the conductor of that action must be sent off the field wherever the violation occurs. (except the violation happens because one of these situations: holding, pulling, pushing, no possibility to play the ball etc.)
