Weber's law law states that the change in a stimulus that will be just noticeable is constant to the original stimulus, and the ratio between them is always consistent. In this case, milk or coffee are two different original stimulus. And the spoons of sugar is the change in stimulus. This example fits the Weber's law perfectly.
