The Roman Empire dominated most of Europe, and because of that, most of Europe was a free trade zone. It took Europeans 1500 years to replace what the Romans had done (European Common Market, now known as the European Union). 60 percent of the major roads used today in Europe were constructed by the Romans around 2000 years ago.
