    They only reflect offenses that are actually known to the police. There are many many more events where the crimes go unnoticed, from serious criminal offenses like murder that is sometimes presented as suicide or as natural causes, up to simple things like jaywalking which is illegal but everyone's doing it and not even the police cares about it.
