How can the people of a community be responsible for the social development in UAE?

The people/community in UAE is responsible by choosing to shape their social structure based on the laws written within a religious teaching.

Even though the treatment within each people in UAE society may not seem fair, all of that treatment are derived according to what's written in the holy book, so they seem it as fair and what's it suppose to be.
