Why would an absolute monarch circumvent [ignore] getting approval on their initiatives and laws?

    In an absolute monarchy, the monarch rule with an iron rod. The leader believes in the need to hold onto power, and to do this his words are supposed to be regarded as law. in most cases the monarch claims a divine essence that makes their opinion, knowledge and actions superior to others.
