The author's central argument concerns the unlimited right to breed in a welfare state. why is this a problem? what would you propose as a solution?

    The author makes the central argument that unlimited breeding in a welfare state would be encouraged due to the fact that the more children a family have, the more financial assistance they are able to receive. This becomes a problem when it becomes prevalent, and a wide array of families employ this tactic.
