They did this by creating a league that responsible in creating peaceful resolution of all problems in their society and managing their constition.

Through this league, the Irowuois managed to handle foreign affairs with another tribes through mediation and cooperation while providing the necessary force to handle worst case scenario when they're forced to the situation where they might have to defend themselves.
