Where does social movement theory locate political power?

I believe the answer is S trength of mass demands

Social movements is aimed to bring a certain positive change for certain group of people within society (based on specific ethnicity, gender, or circumtances)

The only way for social movement to be heard and gained momentum is if it's demanded by enough people to be relevant for consideration.
