The environmental policy process begins with first identifying the problem. After the problem is found, they find out what is causing the problem. Once the problem and its cause are discovered, they then find a plan for a solution and a list of goals to make that solution happen. Then they get organized. Next they start to gather access to things and influence people towards their ideas, and finally they shepherd the idea into a federal law.
