    Yes, because he explains how the government eventually took its course of direction based on the majority of people's opinion.

    It basically a mindless institution, so in order for us to be able to determine the course of direction, we need to personally voice up our own personal opinion and let the majority decide whether the opinion could be acceptable for the collective benefits.
