If the Supreme Court was able to issue advisory opinions that prevented congress from passing unconstitutional laws would the court still have to decide the case?

    It would because providing advisory opinions by the court is unconstitutional and the court can't do it. A court can only deal with it after it's been created and signed into law. Providing advisory opinions would be unconstitutional and the supreme court does not deal with that nor could it.
