    I believe the answer is: D. Victims and witnesses

    When it says 'forgotten' it does not mean that victims and witnesses are not used anymore.

    But the importance of Victims and witnesses are becoming less significant since it's really easy for those who have money to pay another people to become victims and witnesses.

    In our current time, hard evidence (sound or video) iis considered to have stronger significance.
