Why has hockey been somewhat slow to catch on at the high school level?

First of all, the equipment is ridiculously expensive for your average high school students

second hockey require a huge amount of body strength that teenagers in high school do not posses

and third, due to the nature of the sport, hockey players are really prone to injuries, and many high school students wouldn't want to risk it
