Why did executive order 9066 not apply to persons of japanese descent living in hawaii?

The executive order 9066 did not apply to the persons of Japanese descendant living in Hawaii because of the Japanese American internment in which this order instructs a relocation of Japanese descent from the place of the west coast in which this does not apply with the Japanese descent living in Hawaii.
