Positivists believed that the Criminals class is not as much evolved as other members of western societies and hence they proposed that there should a criminal law to handle the criminal activities.

    They believed that criminals are the people that failed to fit in/adapt to the way society operates.

    Because of this, they view criminals as people who do not possess necessary capabilities to fulfill their roles in society (not fully evolved as other members)
