Voter identification rules make it more difficult for which group to vote?

    The answer is Minority Voters

    Voter identification requires a citizen to show some sort of identification (Voter ID) before they're allowed to vote.

    Statistics showed that minorities are far less likely to make an effort to obtain these voting ID's, which discourage them from making an effort to vote.
