The political factor of the Emacipation Proclamation was freedom for colored slaves in all the rebellious states (southern slavish states).

The military factor of the "emancipation" would raise the number of soldiers in the Union (northern anti-slavish states).

    Explanation:

The Emancipation Proclamation gave colored slaves a reason to escape from their masters and enlist in the Union army.

The emancipation also gave symbolism to war; freedom against slavery, the progress against past, the goods vs. the bad ones.
